Fair Water Futures is a flagship project by Water Witness
International (www.waterwitness.org) and represents a new approach to
delivering poverty reduction, sustainable growth and climate resilience
through improved water resource management. With support from DFID and a Global Poverty Action Fund (GPAF)
Innovation Grant, the project will work to secure the long term water
resource needs of vulnerable communities in East Africa and test new
approaches to development assistance.
Working in partnership with the Tanzanian government and civil
society organisations through Tanzania’s Water and Sanitation Network (TAWASANET), the African Network on Water and Sanitation (ANEW) and the Freshwater Action Network (FAN),
this action research will support implementation of the Water Resource
Management Act of 2009. The Act aims to ensure that water resources are
well managed, that needs of all users are balanced, and the degradation
and depletion of lakes, streams, rivers and groundwater prevented so
that people, businesses and ecosystems across Tanzania have access to
the good quality and reliable supply of water they need in order to
thrive. With support from international development partners, the
government’s Water Sector Development Programme has made good progress
towards implementation. The Fair Water Futures project will work closely
with the Ministry of Water and Basin Water Offices to build on these
foundations over the next 3 years (2013 to 2016) to ensure that this
progressive law is applied effectively and equitably, to bring
sustainable benefits for all Tanzanians, particularly the poor, women
and children and urban slum dwellers.
Given the reliance of poor communities in Tanzania on water
resources for livelihoods, food security, health and economic
development, and the threats posed by increasing competition and climate
change, the work is an urgent national priority. The application of
social accountability monitoring to drive water security and climate
change resilience is globally innovative. Thus the project is high
profile and potentially transformative – locally, regionally and
globally. Between 2013 and 2016 the project will:
* Demonstrate the social and economic value of water resource management (WRM)
through social audit and water security assessments in three of
Tanzania’s most important river basins.
* Develop popular versions of water law and policy, and media
packages to help citizens understand their rights, their
responsibilities and obligations relating to water.
* Help communities, small farmers and businesses understand the
value of water use permits, pollution control, Water User Associations,
user fees and the role of Basin Water Offices.
* Assist the poorest communities in Tanzania to obtain legal
entitlements and statutory protection of the water resources they need
to escape poverty.
* Conduct a public expenditure tracking survey (PETS) to identify barriers and opportunities for pro-poor delivery in WRM.
* Advocate constructively for WRM which benefits the poor and supports sustainable economic growth.
* Evaluate, learn and share lessons internationally for how social accountability can activate better WRM and resilience to climate change.
The work is complex and demands a collaborative, participatory and
interdisciplinary approach under the operational leadership of an
experienced and talented Project Manager. Based at a national
headquarters with regular travel to remote sites, the Project Manager
will work with communities, partner NGOs and government authorities in the Pangani, Rufiji and Wami-Ruvu basins.
JOB PURPOSE
Responsible for the successful leadership, management and
implementation of the Fair Water Futures Project including day-to-day
decision making, technical oversight, financial and technical reporting,
coordination of project partners, line management of support staff, and
liaison with stakeholders and beneficiaries.
DIMENSIONS OF THE ROLE
The Project Manager (PM) with guidance from the Project Director and
Project Reference Group (key Tanzanian stakeholders and project
partners) will have operational responsibility for leading, implementing
and managing the Fair Water Futures project. The PM will ensure that
the £250K DFID/GPAF funded project meets
milestones and delivers outcomes of greater water security for poor
communities in Tanzania. They will have primary responsibility for
successful planning and delivery of scheduled project tasks within
budget and on time, to include:
* Inception phase: Establishment of multi-stakeholder Project
Reference Group; core team recruitment and training; participatory
planning of work plans; M&E baselines; project webpages.
* Water security situation analysis: desk study to inform field
analysis in poorest districts in each basin; lead field work and
participatory appraisal which will set out context, current performance
of institutions and identify priorities for poverty reduction, economic
growth and resilience.
* Recruit and train a balanced (gender and livelihood type) group of
basin cohorts and water security champions from amongst stakeholder
communities to collaborate with the project.
* Activate water rights, obligations and entitlements via basin
cohorts through clear articulation of the benefits, process mapping and
support, development of resource materials, guidance and training of
trainers.
* Track institutional responses, and provide draw down support and
advice to project stakeholders.
* Plan and facilitate the participatory review of barriers and
opportunities to water security, institutional performance and develop
an evidence base and materials for advocacy.
* Plan and oversee delivery of advocacy strategy (including use of
TV and radio) and project Monitoring & Evaluation.
* Synthesise and report lessons and communicate key findings and
transferable approaches to local, regional and international audiences.
The PM will line manage project support staff comprising 3 part time
core team members seconded from partner organisations, and a Finance
Officer and Driver. They will have responsibility for coordinating and
communicating with, and managing inputs from a large and dispersed set
of project stakeholders ranging from community members to international
technical experts and donors. They will be responsible for logistical
planning, office management and administration of the project budget.
There is a strong requirement for the PM to engage with and build
relationships with officials within government and to be able to
communicate often complex technical or policy issues to diverse
audiences through written reports and oral presentations.
PRINCIPAL ACCOUNTABILITIES
* Lead and manage the Fair Water Futures Project, core team and partners in accordance with the GPAF
Grant Agreement and assume overall operational responsibility for
delivery of the project.
* Guide an appropriate technical approach to the project tasks to
ensure that action research generates valid evidence and supports
change. –
* Ensure the project is managed efficiently and that financial and
progress reporting and M&E systems are developed and implemented to
ensure timely and effective reporting to sponsors.
* Coordinate and lead a large and diverse group of project
stakeholders ensuring timely and appropriate communications, and
constructive relationships based on trust and shared objectives.
* Act as the main point of contact for the Fair Water Futures
Project in Tanzania, speaking on Water Witness behalf to broadcast
project successes and generate future support and funding.
* Assume responsibility for project assets (vehicle and hydrometric
equipment) and budget spend.
PERSON SPECIFICATION
The successful candidate should be able to show evidence of the following specific attributes:

* A relevant degree in an appropriate discipline.
* At least 5 years of practical experience working on social
development, environment or water related issues in a developing country
(preferably East Africa).
* Technical and policy literacy in water resource and/or
environmental management.
* Excellent interpersonal skills – leadership, diplomacy and tact
are essential.
* Demonstrable experience of delivering positive change through
working with poor communities in developing countries.
* Strong facilitation, participatory analysis and planning, and
meeting management skills.
* An ability to make good decisions independently and under
pressure.
* Strong organisational skills and an ability to meet deadlines and
manage high workloads.
* First rate communication and reporting skills – in written and
verbal English.
* A flexible, ‘go getting’ and pro-active approach to work, and
commitment to team work.
* Willing to be based in Tanzania and work in difficult conditions
in remote areas, and outside usual office hours on a regular basis.
* Ability to develop and maintain reporting and project management
systems including Healthy and Safety.
* Full driving licence.

* Fluency in Swahili.
* A proven track record in managing staff, budgets and complex multi-stakeholder projects.
* Experience of working in Tanzania, and/or on research and advocacy initiatives.
* Knowledge of the Water Resources Management Act 2009.
* A further degree in a related subject.
* Experience of managing grant funded projects.
* An appreciation of and affinity with WWIs objectives.

Dk Slaa: Tutaipeleka puta CCM hadi 2015
Katibu Mkuu wa Chadema, Dk Willbroad Slaa amesema kuwa kuanzia
mwaka huu hadi 2015, chama chake kitaipeleka mchakamchaka CCM, kwa kuwa
chama chake kimefanikiwa kuwaamsha Watanzania.
Alisema kwamba Watanzania sasa wameamka na
kutambua utajiri wa nchi yao na jinsi rasilimali zinavyotoroshwa nje
ya nchi na kuanza kudai kufaidika nazo kwa nguvu. Hivyo Chadema
kitaitumia fursa hiyo kuipeleka puta CCM, lengo likiwa kuhakikisha kila
Mtanzania anaishi maisha bora.
Dk Slaa alisema hayo alipokuwa akizungumza katika
kongamano la Umoja wa Wanafunzi wa Vyuo Vikuu nchini, ambao ni wafuasi
wa chama hicho (CHASO), lililofanyika Dar es Salaam jana.
Alieleza kuwa kinachotokea mikoa ya Lindi na
Mtwara, pamoja na maandamano ya hivi karibuni ya wanafunzi wa Chuo cha
Usimamizi wa Fedha (IFM) ni majibu tosha kwa CCM, kwamba mikutano ya
Chadema iliyofanyika mikoa mbalimbali nchini imewaamsha wananchi.
Wanafunzi zaidi ya 500 walihudhuria kongamano hilo
kutoka IFM, Chuo Kikuu Dar es Salaam (UDSM), Chuo cha Elimu ya
Biashara (CBE), Chuo Kikuu cha Kimataifa cha Kampala (KIU), Chuo Kikuu
Kishiriki cha Elimu (DUCE) na Chuo cha Teknolojia Dar es Salaam (DIT),
pamoja na vyuo mbalimbali vilivyopo Dar es Salaam na mikoani.
Desemba 18 mwaka jana Mwenyekiti wa Chama hicho,
Freeman Mbowe alisema kuwa mwaka huu utakuwa ni wa kuunganisha nguvu ya
umma kitaifa, baada ya Serikali ya Rais Jakaya Kikwete kushindwa
kuzifanyia kazi hoja mbalimbali zinazotolewa na chama hicho.
Dk Slaa ambaye alitumia saa 1:06 kuzungumza na
wanafunzi hao, alisema kuwa elimu ya uraia waliyoitoa kwa wananchi
katika mikutano ya Vuguvugu la Mabadiliko (M4C), pamoja na Operesheni
Sangara, wamefanikiwa kwa asilimia 99.
“Tumewapa elimu ya uraia wananchi katika mikoa
yote nchini na sasa wanajua haki zao,.Hiyo ni kazi na mikutano yetu
pamoja na maandamano tuliyoyafanya” alisema Dk Slaa na kuongeza:
“Nawapongeza wanafunzi wa IFM kwa kuandamana,
najua wapo watakaosema nachochea maandamano, lakini wanatakiwa kujua
kwamba wanafunzi hawa walikuwa na haki, haiwezekani wanabakwa kisha
wakae kimya, tena wametoa taarifa polisi na hakuna kilichofanyika.”
Mbali na kutaka Mkuu wa Jeshi la Polisi nchini,
IGP Said Mwema na Kamanda wa Polisi Kanda Maalumu ya Dar es Salaam,
Suleiman Kova kujiuzulu kwa kitendo cha kuamuru wanafunzi wa IFM
kupigwa wakati walikuwa wakililia usalama wao, alisema kwamba kuna
tofauti kubwa kati ya vurugu na kudai haki za msingi.
“Inakuwaje polisi wanawapiga mabomu wanafunzi
wanaofanya maandamano, lakini wanashindwa kuzuia Twiga wanaotoroshwa nje
ya nchi, tuungane, tushirikiane na tupige kelele, ili mali zetu
zirudi,” alisema Dk Slaa na kuongeza:
“Wananchi wa Mtwara na Lindi sasa wanaandamana kutaka gesi iwanufaishe wao kwanza.

Mohamed amependekeza nafasi ya Rais wa Serikali ya Mapinduzi Zanzibar
katika Muungano itazamwe upya na kuondoa kero za Muungano.
Dk Mohamed alisema hayo alipotoa maoni mbele ya
Tume ya Mabadiliko ya Katiba jana, kwa niaba ya Watumishi wa Ofisi ya
Makamu wa Pili wa Rais wa Zanzibar.
Huku akisisitiza kuwa maoni hayo si msimamo wa
Serikali ya Mapinduzi ya Zanzibar bali ni maoni ya Watumishi wa ofisi
hiyo, alisema Katiba Mpya itazame upya nafasi hiyo ili iwe kama Hati za
Muungano zinavyosema.
“Wakati Rais Nyerere (Julius) na Rais Abeid Amani
Karume wanakubaliana kuunda Muungano, kuna mambo walikubaliana katika
hati hiyo ya Muungano, kwamba Rais Nyerere awe Rais wa Jamhuri ya
Muungano wa Tanzania na Rais wa Zanzibar, Abeid Amani Karume kuwa Makamu
wa Rais katika Serikali ya Muungano,’’ alisema DK Mohamed.
Dk Mohamed alifafanua kuwa Katiba ya sasa
haionyeshi wala kumpa nafasi yoyote Rais wa Serikali ya Mapinduzi ya
Zanzibar katika masuala ya Muungano, hivyo tumependekeza katika Katiba
ijayo nafasi yake itazamwe upya.
Mbali na hilo, Dk Mohamed alisema pia
wamependekeza mambo ya Muungano yatazamwe upya katika Katiba ijayo ili
kuondoa malalamiko yaliyopo baina ya pande mbili za Muungano.
Alisema kwa sasa mambo ya Muungano yapo 22, lakini
kiukweli ni zaidi ya hayo yaliyopo sasa kwa sababu utakuta jambo moja
lina mambo mawili au zaidi.
Alisema ili hilo lifanikiwe ni lazima pande zote
mbili za Muungano zikutane na kuainisha kwa uwazi ni jambo lipi
linalohusu Muungano na mipaka yake ijulikane ili kufanya Muungano uwe
imara.
“Kubainisha mambo ya Muungano na mipaka yake ni
jambo la muhimu wakati huu ambao tunataka kuandika Katiba yetu, kwa
kufanya hivyo tutaweza kupata mifumo ya kikatiba ambayo itasaidia
kutekeleza mambo ya Muungano,” alisema Dk Mohamed.
Alisisitiza kuwa ili kufanya Muungano kuwa imara
Katiba ijayo iweke vyombo vya kusimamia mambo ya Muungano ambavyo
vitakuwa na sura ya kimuungano.
“Sura ya Muungano itakuwepo pale ambapo viongozi na watumishi wa vyombo hivyo vya Muungano watakuwa wanatoka katika pande zote mbili za Muungano na kwa uwiano sawa,” alisema.
“Sura ya Muungano itakuwepo pale ambapo viongozi na watumishi wa vyombo hivyo vya Muungano watakuwa wanatoka katika pande zote mbili za Muungano na kwa uwiano sawa,” alisema.

Precision kuzindua safari za Mbeya
SHIRIKA la Ndege la Precision Air linatarajia kuzindua safari za kutoka Dar es Salaam kwenda Mbeya kuanzia Ijumaa ijayo.
Hatua hiyo inafuatia kukamilika kwa ujenzi wa Uwanja wa Kimataifa wa Ndege wa Songwe mkoani Mbeya.

Akizungumza na waandishi wa habari jana katika
ofisi za makao makuu ya shirika hilo jijini Dar es Salaam jana, Mkuu wa
Idara ya Masoko na Uhusiano, Linda Chiza alisema abiria wa safari hiyo,
watahudumiwa na ndege aina ya ATR-72, yenye uwezo wa kubeba abiria 70.
Alisema kwa mujibu wa ratiba ya shirika, ndege
hiyo itakuwa inaruka mara nne kwa wiki kwenda Mbeya na kwamba safari
hizo zitaongezeka kwa kadri njia hiyo itakavyoimarika.
“Lengo ni kuwapa abiria wetu unafuu wa kuchagua muda wa kusafiri unaowafaa kulingana na ratiba zao,” alisema Linda.
“Tunajivunia kuzindua safari hii mpya kuelekea
Mbeya ambayo itatuwezesha sasa kuwapatia huduma abiria kutoka Mbeya na
Mikoa ya Nyanda za Juu Kusini. Alielezea matumaini ya shirika lake kuwa
kwa kupeleka huduma hizo mkoani Mbeya, litakuwa linarahisisha usafiri
kwa watalii, wafanyabiashara na watu wengine wanaopenda kutembelea mkoa
huo wenye utajiri wa vivutio vya utalii.
Vivutio hivyo ni pamoja na Mbuga ya Taifa ya Wanyama ya Ruaha na Katavi na Hifadhi nyingine nyingi za taifa.

Ndoto ya kufufua ATCL itimie, nchi iwe na shirika lake la ndege
Mbali na mjadala ndani ya jamii kuhusu
mustakabali wa ATCL, pia viongozi serikalini kwa nyakati tofauti nao
wamekuwa wakitoa ahadi za kufufua na kuimarisha ATCL iweze kutoa huduma
zake ndani na nje ya nchi kama ilivyokuwa enzi za uongozi wa Baba wa
Taifa, Hayati Julius Nyerere.
Ni jambo la aibu na kusikitisha kwamba kama
taifa lenye rasilimali zote ambazo nchi imebarikiwa kuwa nazo,
tumeshindwa kabisa kufufua ATCL na hasa pale ahadi lukuki zinapotolewa
bila ya kutimizwa.
Maoni yetu leo yanazidi kusisitiza kwamba
ndoto ya kufufua ATCL itimie ili tuweze kuwa na Shirika la Ndege.
Tunasema hivi kwa sababu sifa ya kuwa na Shirika la Ndege ni kuwa na
ndege za kutosha na kutoa huduma hiyo ya usafiri wa anga bila matatizo.
Tofauti na hivyo, tutaendelea kudanganyana kwamba kuna Shirika la Ndege
nchini wakati hatuna.Ndiyo maana taarifa za kwamba umoja wa
wafanyabiashara wa Oman wapo katika mchakato wa kukamilisha uwekezaji wa
Sh160 bilioni kwa ATCL zinaongeza matumaini kuwa huenda nchi ikarejea
kuwa na Shirika la Ndege.

Ngono inasababisha saratani ya kizazi
UTAFITI mpya wa kitabibu umebaini kuwa saratani ya shingo ya
kizazi, inasababishwa pamoja na mambo mengine na ngono kama ilivyo kwa
ugonjwa wa Ukimwi, madaktari bingwa wa magonjwa ya maradhi hayo
wamesema.
Hayo yalielezwa na daktari bingwa wa uchunguzi wa
magonjwa katika Kitengo cha Patholojia katika Hospitali ya Taifa
Muhimbili, Dk Henry Mwakyoma na Daktari Bingwa wa Magonjwa ya Saratani
katika Taasisi ya Saratani ya Ocean Road, Dk Crispin Kahesa.
Madaktari hao wametaja mambo mengine yanayoweza
kusababisha saratani ya shingo ya kizazi kuwa ni kujiingiza kwenye
mapenzi katika umri mdogo, kuolewa mara nyingi, kuwa na wapenzi wengi,
kusafisha sehemu za siri kwa bidhaa zenye kemikali na kuzaa mara nyingi.
Katika kiwango cha kimataifa, wastani wa mwanamke kuzaa bila kuwa katika hatari ya kupata ugonjwa wa saratani, ni watoto wanne.

Mwakyoma alisema saratani ya shingo ya kizazi inatokana na aina 40 ya
virusi, aina mbili ikiwa ni virusi vinavyosambaa kwa njia ya ngono...
“Human papilloma virus (HPV) Squamos cell carcinoma kirusi namba 16 na
Adenocarcinoma namba 18, ni kati ya virusi 40 vinavyosababisha saratani
ya kizazi na vyenyewe vinachangia tatizo hilo kwa asilimia 70.”
Alisema saratani ya uzazi ndiyo inayoongoza
ikilinganishwa na nyingine nchini na asilimia 80 ya wagonjwa,
wameambukizwa kwa ngono.
“Saratani hiyo husambaa kwa ngono kutoka mwanamke
mmoja kwenda kwa mwingine. Mwanamke mwenye saratani ya kizazi akifanya
ngono, mwanamume huchukua virusi na kumwambukiza mwingine atakayefanya
naye ngono,” alisema na kuongeza:
“Wagonjwa wengi na wale ambao tayari wana
maambukizi, wamekuwa wakikutwa na virusi hawa wa aina mbili ambao
wamekuwa wakienezwa zaidi kwa njia ya zinaa. Inawezekana mwanamume akawa
ametoa kirusi kwa mwanamke mmoja kwenda kwa mwingine.”
“Hata hivyo, kuna wanaume ambao tayari wameshakuwa
na maambukizi ya HPV wanatembea na virusi, hawa tunawaita (high risk
sexual male patner) wanaume hawa utakuta kila akioa mke anakufa kwa
saratani ya shingo ya uzazi, lakini kamwe virusi hao hawawezi kumwathiri
yeye.”

MCHAKATO WA KATIBA:Mtikila aibua mapya
MAKUNDI maalumu jana 10-01-2013 yaliendelea kutoa maoni yao kwenye mchakato
wa Katiba Mpya, huku DP kikipendekeza Rais aapishwe baada ya siku 90

Utaratibu wa kumwondoa madarakani uimarishwe asisubiriwe hadi amalize muda wake wa uongozi.”Alisema kuwa Katiba ya nchi inapaswa kuwa mali ya wananchi wenyewe ili watawala wasijihusishe katika kuwaundia wananchi Katiba kama ilivyo kwa mchakato unaoendelea sasa wa kupata Katiba Mpya.
